Higher only. Evaluating a to the m/n as nth root first then mth power, e.g. 27 to the 2/3 is 9, with bases that are perfect powers; converting between root and index notation both ways. Negative fractional indices follow on the sibling page; Foundation stops at integer indices. (N7)
